Key Highlights
The province of Manitoba recently held Expression of Interest (EOI) Draw #246 on May 29, 2025, as it continues to promote skilled immigration. This time, the Manitoba Provincial Nominee Program (MPNP) invited just overseas candidates who joined through its targeted recruitment efforts, since the province is still working to cover labor needs while receiving lower nomination limits for 2025.
Draw Highlights: May 29, 2025
-
Stream: Overseas Skilled Worker
-
A total of 30 Letters of Advice to Apply (LAAs) were issued.
-
The lowest score needed to be invited was 606.
-
A total of 5 candidates for Express Entry were among those who received invitations this intake (with valid profile numbers and job seeker validation codes).
Because of this draw, Manitoba works hard to recruit skilled people who will quickly support the provincial workforce, often through mission trips led by employers or the government.
Who Was Invited?
Those whose applications were due to being directly invited by the MPNP for a recruitment focus were the only ones reviewed. So, candidates with high marks were not chosen unless they had:
-
Being invited as a result of a well-designed recruitment plan,
-
Ensure the required information in the EOI profile is accurate and complete, which includes valid scores from language testing and the appropriate invitation code when required.
Among 30 LAAs, those with an active Express Entry profile and job search code received 5 sponsorships, which means they may enjoy a faster process for getting federal permanent residency.

Strategic Recruitment Initiatives Explained
These initiatives, which are started by employers or the government, invite people with the skills that Manitoba needs. With these initiatives, there are more workers to fill openings and only people with a clear route to jobs in Manitoba are picked.
What Is the Reason for Limiting the Draw Size?
Only 4,750 nomination spaces are available in the MPNP for 2025 which is less than half what was available in the past. In just one month from May 1st, 1,840 people had been nominated, so this left only 2,910 spots remaining for the whole rest of the year. Because of changes in federal policy, the provincial government has reduced the number of PNP candidates for landing in 2025.

Common Reasons for Not Receiving an LAA
If your score was higher than 606 but you didn’t get a Letter of Advice to Apply, one reason could be:
-
Wrong or no language test numbers included in your EOI for third parties.
-
Tests which are no longer valid,
-
No or wrong invitation numbers for strategic recruitment,
-
Information given on the EOI is missing or is not exact1367.
The best way to stay eligible is to make sure your EOI profile is updated.
Temporary Public Policy for Expiring Work Permits
Manitoba is helping foreign workers whose work permits will soon or have already expired through a temporary public policy. People who have been living in Manitoba until January 15, 2025, with a valid or recently expired work permit can get an open work permit along with a support letter from the province. Residents can apply for permanent residency until the end of 2025, under the Skilled Workers Overseas program.
Conclusion
EOI Draw #246 underlines the focused and planned approach of Manitoba to invite skilled immigrants in 2025. By strongly focusing on qualified invited candidates and applying high standards, Manitoba makes sure to grant limited nominations to people who are most likely to get work in the local area. Because opportunities are limited and more people are participating, those hopeful of immigrating should always update and affirm their EOI information.
